Services/Work Description: Individual Contractor Consultancy

Consultancy Title: Development of participatory workshops and formulation of the Decarbonization Agenda for the Manufacturing Industry to 2030 (ADIM‑2030), with emphasis on the cement industry

Duty Station: Home-based, with travel to Peru

Duration: 70 working days within the period from April 1 to August 15, 2026

Expected start date: April 1, 2026

1. BACKGROUND

Peru addresses climate change through its Nationally Determined Contributions (NDCs), which involve all sectors and actors of society around common mitigation and adaptation goals. Peru’s NDCs are framed within the Paris Agreement on climate change, which the country ratified on July 22, 2016, and which entered into force on November 4 of the same year.

Peru NDC 3.0 has established a national mitigation target of a conditional reduction of 179 MtCO₂eq by 2035. This target is conditional upon the availability of international climate finance, technical cooperation, and technology transfer—key elements to ensure its feasibility. To achieve this objective, the country has formulated 66 greenhouse gas (GHG) mitigation measures as of 2024. Implementing these measures involves the main government sectors responsible for the economic and productive activities that generate GHG emissions, as established in national climate change management regulations. These measures are grouped into five GHG emission sectors: i) Energy (stationary combustion and mobile combustion); ii) Industrial processes and product use (IPPU); iii) Waste (solid waste and wastewater); iv) Land use, land-use change and forestry (LULUCF); and v) Agriculture.

According to the Fourth National Communication, in 2021 the country’s net emissions amounted to 194,896 kilotonnes of carbon dioxide equivalent (kt CO₂ eq), representing a 57% increase compared to the year 2000 and a 17% increase compared to 2020. The LULUCF and IPPU sectors represent high strategic priorities for climate action in Peru. They not only account for a significant share of emissions but also offer high potential for emission reductions through the adoption of environmentally friendly and agricultural best practices, technological innovation, and the strengthening of integrated territorial management.

In the LULUCF sector, activities such as deforestation, soil degradation, and the conversion of natural ecosystems are significant sources of greenhouse gas emissions, but they also provide substantial potential for mitigation through nature-based solutions and sustainable approaches.

In the IPPU sector, the adoption of clean technologies, the substitution of carbon-intensive raw materials, and the optimization of industrial processes allow for the reduction of emissions that are structurally difficult to eliminate. Accelerating climate action in both sectors not only contributes to the achievement of national climate targets but also promotes technological innovation, green employment, and low‑carbon sustainable development in line with the objectives of the Paris Agreement.

In this context, the project “Support for the Implementation of Peru’s NDCs” aims to establish operational and programmatic foundations to accelerate the implementation of emission‑reduction actions in the Land Use, Land‑Use Change and Forestry (LULUCF) and the Industrial Processes and Product Use (IPPU) sectors, contributing decisively to the fulfilment of the commitments set in the country’s NDC.

To this end, two (2) Outputs have been defined:

Within the framework of Output 2, it is necessary to hire a consultant for the development of participatory workshops and the formulation of the Decarbonization Agenda for the Manufacturing Industry to 2030 (ADIM‑2030), with emphasis on the cement industry. This sectoral policy instrument will integrate the vision, strategic objectives, targets, indicators, and action plan aimed at fostering a competitive, sustainable, and low‑GHG‑emission industrial development model.

2. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED WORK

Provide technical assistance to the General Directorate of Environmental Affairs for Industry (DGAAMI) of the Ministry of Production for the development of participatory workshops and the formulation of the Decarbonization Agenda for the Manufacturing Industry to 2030 (ADIM‑2030), with emphasis on the cement industry, in line with Peru’s climate targets and NDC commitments.

Under the supervision of UNDP, and in close coordination with the General Directorate of Environmental Affairs for Industry (DGAAMI) of the Ministry of Production, the consultant will be responsible for the following:

• Facilitate at least five (5) diagnostic workshops: 1 internal1 workshop in Lima, 2 external2 workshops in Lima, and 2 external2 workshops in other regions (with industry associations, companies, among others).

1 Internal workshops will be conducted with PRODUCE in Lima.

2 External workshops will be conducted with industry associations, companies, and other stakeholders in Lima or in other cities with significant manufacturing industry presence (locations to be determined).

• Facilitate at least two (2) workshops during the formulation of ADIM‑2030: 1 internal1 workshop in Lima, and 1 external2 workshop.

include a specific section on voluntary actions or contributions,
detailing the conceptual framework, the types of possible actions by
prioritized activity, reporting mechanisms, institutional governance,
and the relationship with the NDC and other national instruments.

7. Institutional arrangements/reporting lines

3 The consultancy is all-inclusive. Travel expenses for the workshops will be covered by the consultant, subject to prior coordination and authorization. Only the spaces and coffee breaks for the workshops will be co‑financed by PRODUCE.
